    Nothing has changed. After this happened, we tried a lot. We reinstall PO and SO. We installed newest SP for SO and PO. I just checked that we have a lot items with QTYONHAND + QTYONORDER - QTYONSODR < MINLEVEL, but when we tried to run CREATE PO FROM IC, it didn't create anything.
