Looks like the answer was "Line Access"
Each of the customer service sets had 5 lines assigned in Line Access; the remaining 45 sets (well, the ones that I checked, anyway) had no lines assigned. Removing the line assignments from the set in question seems to have resolved the problem.
I put group in quotes because I'm not certain what type of group I am dealing with.
