CLS needs to have SWA (Station Waiting allowed). It is currently set to SWD (Station Waiting Denied). This should solve your issue.- RichardJulien

Looks like your clock is disabled. This looks like your problem. PRI needs clock for synchronization. Try setting up your reference clocks (Primary and secondary) in LD 73 and then enabling your clock in Ld 60.
