We're having a similar issue, only in our case it's intermittent. We have good SIP calls, if it takes less than 8 seconds for the CO to respond with a 183 Call Progress, if it takes longer than 8 seconds then we get a 487 cancel from the PBX. Has this been resolved Carb11?
I think I found what I missed, I went to local administration before setting up the security server. Once I did that, the UCM deployment view changed to allow me to add the database.
