Have you tested it from the Dialplan to see what the phone system is doing with the call when you dial the extension? Have you checked the call forward settings under the user profile? Is the phone able to dial out?
Like most things NBX-related this memory upgrade has been cancelled by HP/3COM. After doing a lot of digging I found a compatible replacement. If you need this upgrade, the compatible part number is:
