Call forwarding from an inactive extension

I am trying to arrange it so when someone internally dials the extension of one of my remote users (preferrably an inactive line), the call will be forwarded to that remote users cell or house phone. Call forwarding from an inactive extension
I am trying to set up one of my inactive extensions as a forwarding mechanism for a remote user. My intent is to eliminate the need to have a physical phone plugged in, but still be able to use the line as a way to get business calls sent to my remote user.
