It turns out that one of the Red Hat updates was for the native httpd. This overwrote our modified /etc/rc.d/init.d/httpd file.
I changed the httpd file to start IBM's HTTP server (/opt/IBMIHS/bin/apachectl start) instead of Red Hat's. Everything worked after restarting the server.
