You have several options.
1) If you know what slots the cards are in (you have phyiscal access to the switch) you can stat the card by typing STAT XX in LD 32.
2) You can do a printout of unused voice units in ld 20
LUVU - this will tell you about spare ports on cards that have at least one...

I just took on a customer who lost his 11C ( bad SSC card) . He had no hard or softcopy of his database so we are redoing everyhing from scratch. ( its an 11C running 25.30)I have to take him at his word about some parts of his database
He has Digit manipulation tables to convert his DID...
If a phone is "dropping out" but it still can call from one IP set to another - then your problem is most likely a lack of DSP resources - your ITG cards ( depends on the s/w version of your switch) have a maximum of 24 or 32 DSPs -
A DSP is used to go from IP to TDM or vice versa PSTN TRUNKS...
