With that setting FBONCASCREEN set to yes in the settings file it also displays the feature buttons on page 1 with the call appearances so what your seeing is normal when that setting is enabled in the settings file. When its set to 0 you only see call appearances on the main/1st page of the phone.

When you try running that command what are you using for an IP address? The web page settings only apply to the Ethernet interface that is defined on that CM server as Customer LAN. So if you try walking a server using any other interface the firewall rules for those other interfaces will stop you.
