I just got this working the other day. Here's how I can get files from my Win98 box to my Linux system.
From Linux I type in:
smbclient //PC98/C [win98 password] -U [win98 login name]
You will then get a prompt like this:
smb:\>
From there you can view whatever files you have...

I tried to enable swat and access it from my 98 box. At first it wasn't working so on the Linux side I ran tcpdump to see the traffic. I noticed that the swat port was getting rejected so that made me think about the...
I set browseable = yes and writable = yes for a /share directory.
Also ps -ef shows both smbd and nmbd to be running.
I haven't tried running swat from the 98 box. I've been modifying the smb.conf file directly.

I have a Win98 and a RH 7.1 connected via a Linksys router. I'm able to see the Linux box as a network icon on my Win98. My problem is that when I click on the Linux icon I get:

I recently did a "complete" Red Hat 7.1 install and notice that I don't have tcpdmatch or tcpdchk, even though when I do a rpm - q tcp_wrappers it shows tcp_wrappers-7.6-18 as being installed. I don't even have the man pages for those commands. tcpd seems to be installed...
