Gimp allowed me to save the image as a .tif without any compression. ZTOOLS was then able to generate a GRF file. I opened it with notepad and it contained the proper ZPL code to load the image.
Hopefully google indexes this thread so the next poor sap like me doesn't have to spend 8 hours...
A little update. I figured out how to run the converter from command line, and now I'm able to see the error messaged.
commmand line:
cd c:\ztools
zimaglit.exe c:\ztools\image.tif c:\ztools\newimage.grf
error message:
Tiff compression scheme not supported.
