Not sure about this but if your running CPIV process it might be doable. But if you use CPPM CPDC callservers they have to be deployed from the Deployment manager(UCM).
And in release 7 the callservers SA/HA system is assigned in UCM aswell?
As stated by hwking you can register them in OVL117 with the command "reg ucm sys". When you do this it automaticly types in the elan of the primary callserver. If it dosent work with that ip try entering the Callserver Tlan adress here.

Is it running CPIV's with new cardcages? Is it converted to Fiji or running IGS? If both of those are done when you went in to 4.50w its not "to" expensive to migrate it to an 1000M 7.0/5 system. Mostly just pushing in some new software and a cupple of Cots for Securitydomain and Signaling...
With that amount of users there is no reason to not build a simple Coress CPPM/MG SMG System at all the sites. Let them be Backup / member servers and register to the mainsites Security domain and replicate databases from the main site.

And one more thing, are those systems going to play around in the same Security domain? Cus in that case it might explain why a Cots wuld be better for one location. Since it takes some load from being the Primary Security Server.

Had this issue on an old 4.50 machine aswell, had to swap the FMD CF card on CPU 1. Tried using a 2GB sandisk that i had in my pc bag but that didnt work to good. I recomend not trying anything other then the standard flashcard supplied by nortel.

CoRes is very limited in terms of user etc. A standalone sigserver and a stand alone call server in either SA or HA mode is needed if you are going to have more then 5 Super loops.
