Not sure about this but if your running CPIV process it might be doable. But if you use CPPM CPDC callservers they have to be deployed from the Deployment manager(UCM). And in release 7 the callservers SA/HA system is assigned in UCM aswell?

With that amount of users there is no reason to not build a simple Coress CPPM/MG SMG System at all the sites. Let them be Backup / member servers and register to the mainsites Security domain and replicate databases from the main site. :)
