We just ordered new Dell Laptops and Desktops and all are WIndows 7 64-bit with Ih nternet Explorer 9, not IE 8. We have a couple of Win 7 32-bit PCs ordered last year and they came with IE8.
If I go to Microsoft Download Site, IE8 for WIndows 7 is not even an option.
