DBUA Thinks this is a Rerun operation.
In a W2K3 server I loaded 10g 10.2.0. I then ran the REL 4 patch set, applying it at D:\\oracle\product\10.2.0\db_1. I then tried to run DBUA and got an error during the first step of DBUA.
