    I removed the 206E from slot two (it wasn't being used yet). Moved the VM to slot two and changed the hunt group 7 ports to 20 and 21 and it works fine. Could the 206E being non-populated be the problem? Should the 206E be in slot 1 and the 206 in slot 2?
