Have you checked to see if there's a mismatch in speed/duplex settings? Have you tested the cable you are using or tried a different one?
Do you see this problem when using the Web server on another switch? You could always try changing its NIC.

Is this happening on multiple PCs or just one? If it's only one, it might be faster to just re-install the OS then to troubleshoot this odd behaviour.
