Crystal Reports: Locking Page Footer in place

Crystal Reports: Locking Page Footer in place
I working on a document that the page footer is moving. I want to put a line and page numbers at the bottom of every page however when I do this it is not saying in the same place. I have figured out that it is when I have two columns on the page. Anyone got any ideas.- SDAOhigh
