Are you talking about inputting Japanese & Chinese characters into an English language version of Notes ?
Perhaps you need the Notes Client Multilingual User Interface.

It is an option that you can turn on.
Just go to File > Preferences : Mail
"Warn me about blank message subjects"
Turn it on and you're good to go.
v8.5 should warn you if you try to hit "Send" without a subject.
(well mine does)
The prompt is "Warning: You have not entered a subject for this memo. Do you want to send it without a subject?"
Surely if someone hits "Yes" then they are aware there is no subject.

This is a bit hard to diagnose without seeing the database.
If she was previously able to access the mailbox, what has changed recently ?
Has someone changed access settings on the database?
Has the user's address book entry changed ?
As admin, are you able to access her mailbox without error ?

If possible, upgrade to a newer version of Notes, as this 6.5 is almost 8 years old. (but then XP is even older) :)
Latest version is Notes 8.5.2 (8.5.3 due soon)

Pretty sure there is a setting for this in the preferences.
File > Preferences : Mail > Sending & Receiving
I can't see this setting myself. Admins may have it locked at the policy level.
How do new documents get added ?
You will need to set some sort of flag for the documents you want to display in the view.
So when a new document comes along, unset flag in the previous document in that category and set flag for the new document.
Then use that flag (field) in the view...
