I only know NT 4.0 but on that system you'd put the FILES=xx command in \WINNT\SYSTEM32\CONFIG.NT.
Win XP is probably similar.
I'd be interested to know your impressions of running DOS FoxPro on XP. I've not been impressed with it on NT.
You might consider replacing the SDRAM with DDR memory. I'm assuming that your new main board supports both SDRAM and DDR. Those I've seen so far deliver disappointing performance when used with SDRAM.
