no, when I uninstalled the old client I didn't go through the Add/Remove program, I just deleted the directory. and I guess that's the problem.
and no, Start-->All Program shows no vpn (cisco).
I did have regedit'ed and deleted all cisco keys.
after all this the 28000 error...
