Copy Config to router

Is the SDM the only way to view the files on a USB attached drive? Is this possible from the command line? I am trying to update my IOS, but the file is on a thumb drive... -
sh int command
When using the sh int command, one bit of information we get is the txload/rxload. Does anyone know what interval the interface is polled to get this ratio?
