    Fix 'Syntax Error' message while EXE is running

    On an INCONSISTENT basis, during 'runtime', a 'Syntax Error' message is displayed. It can occur when a program calls an external subprogram and the 'offending' line's code is always the scoping keyword "PUBLIC". I'm thinking that there's some other condition going on that is causing the error...
