Nope, not locked. I'm using Exchange 2003 (6.5) fully patched. I have a feeling I might have to back up the mail, remove Exchange attributes, and redo the account. What a PITA as it is a general mailbox for our Human Resources department. *sighs* Might try an Exchange server reboot too...
You may also want to look into this. An exchange-admin friend of mine at a very large company uses it.

He has nothing but good things to say, and the cost is very reasonable per year. They run theirs right on the Exchange...
OWA is enabled in their AD. I even disabled it, applied the changes, then re-enabled it and applied the changes, thinking it might give something a kick.
I have tried from both home computers and multiple work machines, so yes, that angle has been tried as well.
