located on a Unix (Aix) server, on a Windows 2000 server?

in /etc/services telnet has a comment "#", i deleted it,

I can ping the AIX box, in inetd.conf i have this line:
telnet stream tcp6 nowait root /usr/sbin/telnetd telnetd -a
ps -ef | grep inetd
root 34366 36918 0 13:03:21 - 0:00 /usr/sbin/inetd
prosys 44516 55840 0 13:53:06 pts/0 0:00 grep inetd
22: lssrc -a | grep inetd...
Well it was disabled for security reason....
Anyway, deleted the "#", then start/stop inetd,
but when i try to telnet i get this error:
telnet 1.2.3.4
connecting to 1.2.3.4...Could not open connection to the host, on port 23: Connect Failed
any suggestion?

What you wrote sound clear, just a question, i typed
"man cp", for see more info about it, but i don't se option for "cp" to a different server, i don't see option for Ip address, username and password.
How can i "cp" from different machines?
