An update.
Your comment about CSS lead me to some experimentation. There are imbedded styles in the page AND an external style sheet. In addition, the <body> tag specifies #FFFFFF.
I put the bgcolor spec in the external style sheet and now it stays white in Netscape.
So on to the next...

There's a CSS, but it is a simple one. The complexity comes from all the code generated by Adobe GoLive! I USUALLY makes things easier, but when it doesn't do so, it's a real pain figuring out what is wrong.
I think I'll just re-create the file and see if it goes...
Yes I have that problem. The little green critters don't match reality. Because of that, I don't use'em. The rest of the program is pretty good. I'm on a PC. Maybe it works on Macs.
I have created a page with two SWF files in it. It is my first Flash project. It works pretty much as desired in IE. However, in Netscape (4.77), somehow the browser's white background is overridden and shows black. Prior to inserting the SWF files, the page was consistent in both NS and IE...
