We have the latest Networker (7.3, I think) and we have several tapes that as soon as it tries to save to these specific tapes, it marks tapes full. After relabeling, removing volume (with deleting both file and media index entries)withdraw/deposit, relabel and still this same problem...

What setup do you have with Networker Server and Solaris client? Is solaris a storage node? Fiber? San? I ask because a co-worker of mine is having the hardest time getting solaris to backup correctly using storage node.

We are yet to implement Rman with Networker so this will be helpful till then.
So basically do the pre shutdown, wait a specified time period for the db to shutdown completly, backup runs, then startup.
Am I understanding this correctly?

When you installed the remote agents on the servers, did you install them locally or through the network? It should of asked for remote agent Licenses. Did it? This might fix your problem. I had a similar problem and reinstalling the agents with the licenses worked for me. Give it a try...

Chuck is right. Setting your security levels the same at both machines should fix your problems. PcAnywhere encription and deny lower levels is the best.
