Unfortunately I have not been able to find out what exactly is causing the problem.
The only possible cause I can think of is that the ports affected are connected to equipment that has been left powered on when the power shutdown occurs. This might explain the random nature of the ports...
3com Network Director (Network Management application) offers the option of configuring settings on multiple switches across a network. It's not cheap but it is a worthwhile addition if the network has a lot of 3com switches.
