yeah that must have been a typo in my post becuse the L is uppercase..... hmm this is really annoying. I am usally really good with apache but after the upgrade no matter what I tried I couldnt get the htaccess / htpasswd files to work at all. Thanks for the help but I must have screwed...
I uncommented those lines and still no luck .... I am going to do a reinstall of apache becuse I cant get this to work and I need it. Is there anything that I might have added in that could do this ?

After upgrading my apache from 1.3.9 to 1.3.20 i get en error went i run
/etc/httpd/bin/apachectl start
the error states that apache couldnt be started
when i look at the error log i get this :
