This occurs on all outbound calls until CallManager service is restarted.
Nortel is set to RRB, where Cisco is set to top down. Is it possible that this is a channel conflict?

1. The case of the files is correct
2. You have copied this to all TFTP servers
3. You have restarted the TFTP Service.
