As long as you don't need GS, wouldn't a Linksys PAP2 with custom firmware, or a Cisco 186 do the job?

What "older" key switches are you using, specifically? Using SIP trunks, I've def had to alter the DTMF signaling settings on some KSU's to allow them to break tone.

I didn't look at the UK versions manual too close, but it seems this is the case.
