No, it's really strange. I used two layers to create the button - one for the text and one for the background box. I converted the text and the box to symbols. Then I added a keyframe in the "over" frame for each layer.

I'm creating an animated button. I've created layers for the button itself and added a layer for the animation. For some reason, Flash will not let me insert any keyframes in the animation layer.

I finally discovered what I was doing wrong. I thought I had the object selected, but I didn't. When I selected the object I wanted to apply an action to, then everything worked as expected. Thanks for the help.
