Reinstall DirectX
Windows XP Update did its best to install DirectX9.0b on one of my systems a few months ago. It failed while trying to copy DPVACM.DLL. It tried to copy that file for 15 mins, then aborted saying it could not copy a necessary file. Now, everything works on the PC with 9.0a, so this is not...- mtfitzgerald

OE6 - New, Different "Can't find file" issue

More than 3 Excel conditional formats?
