Help guys, My system just went in and I am getting a busy signal when dialing any of the DID's I can dial out but not in. when looking at in the switch it records the number that was dialing in and it says number plan unknown. What does this mean?

With an option 11 is there a way to make the phone busy when dialed through programming in the switch? I am disconnecting someones phone and I want to leave them the capability of dialing 911 but I do not want them to recieve calls.
My in/out caller ID is not working - I have checked with our carrier and they say that we are activated. Her is what I show in the switch. Am I missing anything?
