Never had to load a critical patch on IPO, is this loaded on Manager or embedded file mgmt...?

I have a customer with IP500V2 8.1.85 at site A and 8.1.69 at Site B, the plan is to upgrade both sites to R10.

Customer has a CM 6.3, at their remote site they removed a 8300D and inserted a 8300E now the LSP won't register. MG is up and registered you can ping the LSP from the main site, reset the chasis. Not sure what to look at.
