    imported clips all go to background layer

    All imported photos go to background layer even when I import a new clip it just changes into the background layer. I open a new layer and click onto it then import a PSD photo etc but the new photo just changes to the background layer and when I click onto the first photo window then that...

    When I try to import a photo to a new layer it puts it in the background layer. Was doing ok but then suddenly this happens!!!! Can anybody help me please.
