Interestingly there's no such option for 'operating system drives'. The ability to turn off BitLocker is controlled by local administrative privileges.

I found that the issues was to do with Legacy/UEFI and TPM 1.2/2.0.
In short, when using Legacy boot you must use TPM 1.2 and when using UEFI you must use TPM 2.0. I was using Legacy boot but TPM was 2.0. Downgrading TPM to 1.2 resolved the issue but also changing to UEFI and usin TPM 2.0...

It turned out that in Kiwi Syslog it needs to be specified which IP addresses it is expected messages to come from. It doesn't just show anything that is received. Good in one way I guess as it stops it being overrun with traffic.
