Try -d- -i-N filename.ssa $/Project/*.* Hopefully, without specifiying the version options and just throwing a wildcard at it will force it to archive everything, (I think).

I would try deleting the user, if I couldn't get to their machine to log them off. Locking the database does not affect people already logged in. It only prevents additional logins. Also, you may have to run a search for files they had checked out and run 'Undo check out' on them.

It appears he is using the username 'Admin' for his workstation logon, which is hardcoded into VSS for admin rights. You basically have two options:
1) Have his network (workstation) login username changed to something other than 'Admin', or
2) Log in to VSS admin, click (select) the...
