This was a CPE issue. Norstar had a known problem with the first software release that caused the PRI not to give ring back. They have a free fix for it if you contact them.
I think the vendor is doing that tonight. I work for the telco providing the dial tone and we are trying to assist the vendor in getting it working. Thanks for the feed back.
