Does anyone know if its possible to develop for, and administrate an MS SQL Server database supplied by a webspace provider as part of their host plan, WITHOUT owning a copy of MS SQL Server?

Does anyone know whether its possible to make use of a website hosting plan including SQL server database, WITHOUT having to go to the expense of purchasing a copy purely for the Enterprise Manager, to administrate the database remotely?

I'm trying to find a short means of determining if an array contains no values (its storing the input from a multiple select box on a web page and my script works fine until nothing is selected in the list and the form submitted)
I think I need to use Null but can't figure out how? Any help...

Hope this is of some help
Does anyone know where I can get some free webspace with the capability to run ASP and interact with Access databases? I HAVE found one host, www.domaindlx.com but their response time to activate the requested webspace seems a little slooooow... :)
