I just got it to work after a came across another similar Ticket.
What happened is, the Feature was working when I had a few users for testing.
When I uploaded the all users form the organization(About 320 users), Some users had apostrophes(') on their names.

Yes default Messaging system has been set to One-X portal
All users have Power User Licenses
Ports are open as well, I can telnet to the configured ports.
Presence is however working.(Weird)
One X portal is running on the same box as IP Office.
Not sure what is missing.

I have gone through a ticket thread on enabling the feature.
One-X Portal is part of the main server
Version : IPO11.1 and Ix workplace 3.24
XMPP and Host name is correctly configured as well in One X Portal(Used the IP Instead)
The feature was working earlier then stopped working...
