I faught this problem today. The final thing I found was that craxdrt.dll was not copied for some reason. Everything worked as expected as soon as I moved it over.
I believe the answer is that the Microsoft supplied driver for SQL has the problem. The OBDC driver does not. We use the OBDC driver and do not have the problem.
