    Ok... I figured it out. Apparently 6.2 code is alot different from 6.3. 6.2 applies the ACL of the outside interface to the tunneled traffic and 6.3 does not. STUPID CISCO! added the permit on the outsude interface and everything worked. Thanks!!!
