Check the article "How to: Read From Fixed-width Text Files in Visual Basic" on the MSDN web site (http://msdn.microsoft.com/en-us/library/zezabash.aspx). I found this useful as I had to extract information from a fixed width text file and create several tab delimited text files as output.
I use a perl script which is run via the cron every week day at 9am to scan the error log for all errors since the previous run. It uses a file to hold the previous run date which is used as a start date for the 'errpt' command.

This does seem to be a problem with ML04. IBM are currently looking into the problem for me. Meanwhile, see below for a script which cleans the /etc/utmp file and removes users who are no longer logged in. I've been running this for 2 weeks now without any problems.
