WOOT! Found the fix!
Go into: [HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar]
Create a new DWORD value, or modify the existing value, called "Locked"
(0 = unlocked, 1 = locked)

The "Lock The Toolbars" option just isn't there. The Standard Buttons, Address Bar, Links, and Customize are there, but not Lock The Toolbars.
Un/Reinstall of IE6 didn't help.
Any ideas? I can't find anything on it.

swoodring27's link is exactly what was needed for this problem renaming the columns in the Import Wizard. The Micrsoft link states it is for Excel, but it also works for .csv files (which was what our problem is).

I had this same problem with Win2k. I fixed it by upgrading from IE 5.5 to IE 6.0. I got the desktop back. I still had serious corruption of Windows components and such (couldn't open up the Start Button, etc). But I had functionality to save what I had to off of the PC.
