You have two solution to this problem:
1 - Contact BusinessObjects support and ask them the solution to unlock the supervisor or to reset it's password.
The solution is very fast and simple, but I don't want to give it here in a public forum

You cannot do that in BusinessObjects. In the filter, you cannot select values that don't exist in the document.
If you want to select values using a logical choice and if you are able to transform you choice in to a formula, you can define a complex filter.
