Well, I figured it out. The "in" and "not in" operators do not apparently work or I'm still missing something in their syntax. If anyone has some insight on this, I would appreciate it.
New update. It is now returning results, but only Budgeted for all rows, regardless of the currentMember([PLSummTM1].[Periods].[Periods]) member. (I had removed currentMember() from the dataitem after my first post in trying different things)

If you are reporting from a dimensional model, use one of the dimensional functions. firstchild([Camping Equipment]) will return the first child. You might try FirstChild(currentmember([productline hierarchy])).
I'm not sure what the hierarchy name is, but this may work for you.

How did you do the conditional measure? I've done some, but I'm needing to do it within the framework of a tuple. The dynamic argument is currency.

I have a report like yours also, but simply used a seperate calc under each set.
