Cinepak is bad for video, plain and simple. It takes forever to encode and looks terrible. Most OS's come with a few codecs pre-installed such as Indeo and Cinepak or whatnot, but these are only included for legacy...

ASV1 is a "capture only" codec, which means it cannot recompress video like you are trying to do. Premiere cannot use ASV1 as an appropriate output codec, sorry. Try MJPEG instead. (Search for MJPEG CODEC at http://www.google.com )
