If this happens all of a sudden, without chnages to VMS or applications, it's quite likely some hardware error. That's shown as well:

Give FILE.DAT is your file:
$ set file/attr=(lrl:13) file.dat
might help. (but make a safe copy first, just in case ;-)

Not completely true, but if you mean "from 7.0 on" you're correct. Newer versions may even be able to read (*and write) some IDE-disks. (DS10 does)
Beware however that support of CD-ROM (and disk) may depend on firmaware version (you should have the latest) and CD-ROM type. Not all CD-ROMS are...

Not sure but I know you can setup a DNS Client. I would guess you have one or more servers where you mainatin the files, the rest (being clients) would retrieve updates once in a while.
