Just to update on this; DCDIAG did not highlight any failures on either Domain Controller. It has not occurred since but it has done it twice now in 6 months so I am expecting it to occur again. Thanks Tim

Ok I now know the solution! Turns out that the Microsoft Exchange File Distribution Service had not started. It is set as AUTOMATIC but for some reason had not started. The OAB of course relies upon this service when updates are made!
