well, just to close the topic, i finally did it. the string was wrong, cause the same way packetsender does, we have to send a "mixed" string, with the values of the starters and so on in hexadecimal, but the data values in ascii. once the full string was "wrong", the connection wouldn't open...
update: after a few minutes looking at wireshark, i saw that device 2 is responding to computer requests. but it doesn't answer the device 1. how can it be? did i configure something wrong?

device 1 is supposed to send hex values to device 2 via tcp/ip. that hex sequence have the values that define the whole commands that device 2 needs to refresh the internal values.
i know that the sequence is right cause if i send them via PacketSender they refresh the internal...

i already used angry ipscan but it only shows the ip's ( that i already know ). i "simply" want to know if device 1 and 2 are connected between them..
dunno why but i tried : ping -S 192.168.0.180 192.168.0.170
and the prompt says that "PING:transmit failed. General failure". idk what it means..

The devices don't have a cmd prompt .. they are programmed to communicate between them and to decode an output value(s) .
